 HATCHR was created by the Gender Specifics Act as a means to monitor and control the population of New America. After the Great Census, we realized that our resources were becoming more limited as our population was growing exponentially. In the early part of the 21st century, the US saw an increase in families with more than two children. During the mid- to latter 20th century, worldwide population control had been enough of a concern that American parents self-limited to two or fewer children which essentially

replaced the parents without adding to the population burden. In the early 2000’s though, larger families again came into vogue. Sociologists speculate that this was due to the COVID pandemic and economic downfall during that same time period. Rather than tighten their belts, men and women undid them and spent their free time procreating rather than shopping, traveling or advancing their careers. The internet was flooded with sites created by women who touted creativity blogging about their children and their homes. Domesticism became romantic again. And once their two children had started to school, these domestic women needed something to do, so they had more children to fill their time. More children, longer life-spans, and the elimination of many lethal diseases meant too many people were alive at one time. The global pandemic caused by the COVID virus in the early 2020s did help to eliminate a minor portion of the population, but even that failed to decrease the numbers enough to make a difference in the supply and demand of resources necessary to sustain life. It became imperative to find a way to control the population explosion. As LGBTQIA individuals took control of local and national governments, we began to notice that the answer to our population problems could lie in the patterns set by LGBTQIA families. LGBTQIA couples do not naturally produce children, but other family characteristics remain in place--extended families, domesticity, life-long partnership, elder care, and responsible citizenship, for example. Some thought that if we combined China’s historical one child policy with a LGBTQIA marriage preference, we could slow down the rate of population increase even further. If we limited all heterosexual couples to one natural child, implemented policies to balance the gender distribution, and took steps to enforce that 50/50 balance between biological masculine and feminine genders, could the country create a negative population growth? Thus, HATCHR was born. The Humanitarian Association for the Control of Human Reproduction is a government agency whose express purpose to monitor and control reproduction on all levels of society in the following ways: Restrict natural births to licensed individuals. Licensing is required for any person prior to implantation. No more than one natural birth may occur for any two people at any time. This is not a family unit. Natural births may occur only in a 1-4 ratio. Licensing requires advance notice of no less than 12 months. Any conception that occurs within or prior to that 12 months will be terminated.
